The Payroll & Benefits Coordinator ensures the company’s employees are paid the correct amounts for each pay period and serves as the liaison between the human resources department and the accounting department.
This role ensures all benefit eligible employees are aware of and educated on the benefits they are eligible for.
The Payroll & Benefits Coordinator ensures benefit enrollments happen timely and are accurately processed in the HRIS system.

Responsibilities: Serves as the primary contact for employees regarding payroll and serves as the payroll coordinator between the Human Resources and Accounting departments; researches and responds to payroll inquiries from employees and supervisors and sets up all payroll deductions.
Manages the Employee Benefit programs to include; medical, dental, vision, life and disability, HSA, FMLA, savings and retirement plans, along with any ancillary offered plans and ensures consistency.
Serves as the primary contact for employees, retirees and COBRA participants on benefit inquiries, plan provisions, enrollments, claim issues, life events, and plan changes.
Oversees the annual open enrollment process including the coordination and distribution of materials, creation and facilitation of presentations, ensures changes are made to all benefit materials, develops communication around plan changes and enrollment deadlines, and coordinates the EDI files being sent between the HRIS system and carriers.
Educates employees on policy provisions so individuals can make informed decisions.
Maintains plan documents, summary plan descriptions, and benefit guides/documents related to plan administration.
Ensures that all necessary plan documents are posted in benefits portal in HRIS system.
Serves as Family and Medical Leave Administrator.
Processes requests for FMLA, MFLA (Military Family Leave Amendments), the Leaves of Absence.
Coordinates modified duty and return to work with employees, department heads, supervisors, payroll, and timekeepers to ensure accurate records are kept and procedures are followed.
Ensures regulatory compliance with benefit related state and federal laws in regard to ACA, HIPAA, FMLA, COBRA, etc.
; stays up-to-date with proposed legislation at local, state and federal levels.
Reviews and manages monthly ACA compliance and annual filings.
Completes I-9 process with new employees within three days of employment.
Submits new hires and terminations to the Attorney General within required timelines.
Enters and audits paid time off accruals monthly.
Sets up new employees in the HRIS system and updates other personnel data in HRIS system as appropriate.
Enters Personal Action Forms for employee changes and tracks longevity increases, incentives, and augmentations due to employees.
Assists with HR requests during external audits and conducts internal reporting as needed; responds to payroll verifications and other employment related inquiries.
Attends and participates in staff meetings as required for collaboration.
Assists with departmental special projects; other responsibilities with similar skill and work conditions as assigned.
Schedule: This is a full-time/non-exempt position scheduled Monday - Friday, 8am - 5pm, with flexibility to meet the needs of the department.

Qualifications: Graduation from an accredited college with degree in a related field (HR, Business, etc.
) plus at least three (3) years experience performing benefit related duties; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities to perform the essential functions of the job; SHRM Certification preferred.
Working knowledge of Microsoft Office including Excel, Word, and Outlook.
Experience with Paycom preferred.
Must pass pre-employment drug screen, criminal background, and MVR.
Regular and consistent attendance for the assigned work hours is essential.
Skills & Abilities: Knowledge of all pertinent federal and state regulations, filing and compliance requirements affecting employee benefits programs, including but not limited to ACA, COBRA, FMLA, Section 125, HSA, Medicare, and Social Security.
In-depth knowledge of HR acumen and HR best practices.
High degree of professionalism and proven ability to deal sensitively with confidential material.
Proficient in clear, concise and effective oral and written communications.
Skill in resolving employee and customer complaints and concerns.
Ability to demonstrate StarCare values in an on-going and consistent way.
Additional Requirements: Must pass a pre-hire drug screen and criminal background check.
Must have a Texas driver's license and be insurable under the Agency's insurance.
