The City Secretary position is appointed by the City Manager and subject to approval by the City Council.
The City Secretary performs a variety of highly responsible and complex administrative work in support of the Mayor, City Council and City Manager.
This successful candidate should have the ability to exercise professional judgment and initiative in support of municipal operations.
Certification through the state must be achieved within 3 years unless approved by the City Manager.
The City Secretary serves as the information and research assistant to the public and city staff and has several functional areas of responsibility: City Council: The city secretary prepares and posts agendas under the direction of the City Manager and Mayor, distributes packets, attends all City Council meetings, documents Council actions, certifies the authenticity of records.
Prepares resolutions, and minutes, and maintains the City’s legislative history.
Boards and Commissions: The city secretary facilitates the board and commission appointment process by receiving and maintaining applications submitted by citizens for consideration by City Council and maintaining a schedule and list of members.
Attends Boards and Commissions meetings, documents actions, certifies the authenticity of records, prepares agendas and minutes, and maintains the Board’s and Commissions’ legislative history.
Public Information Requests: The city secretary coordinates with city departments to respond to requests for City records filed each year under the Texas Public Information Act.
Records Management The city secretary serves as Records Management Officer and maintains the official records of the city including ordinances, resolutions, contracts, deeds, easements and other legal documents.
The records management program provides for the identification, maintenance, retention, security, disposition and preservation of city records according to state law.
The City Secretary prepares the official minutes and legal notices and publishes documents in news papers and social media.
Updates city web site and social media.
Elections: The city secretary is the election official for the city and oversees the administration of city elections to ensure compliance with all city, state, and federal election laws and policies.
Also ensures that city elections are conducted in a fair and impartial manner.
Administers Oath of Office Human Resources and Insurance: Heath, property, workers comp, and liability insurance coordination.
Employees I-9 filing, Texas Attorney General Child Support filing, Texas Municipal Retirement System Other duties performed include: Assists City Manager and Code Enforcement in administration of zoning regulations.
Permitting for various activities including alcohol sales and zoning.
Prepare ceremonial items and plan various City activities and events.
Supervise the codification, supplement and distribution of the Code of Ordinances Attest contracts and other legal instruments Order supplies for admin and other departments Write up administration invoices for Accounts Payable.
Vehicle and Asset Inventory Attend Texas Municipal Clerks Association certification program and election law seminars to achieve certification within 3 years unless approved by City Manager Provide assistance to the public by answering various questions.
Serves as Notary All other duties of similar nature as assigned by City Manager PHYSICAL DEMANDS, EEOC and ADA The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
Depending on assignment, positions in this class typically exert up to 40 pounds of force occasionally, up to 10 pounds of force frequently, and/or a negligible amount of force having to move objects.
The worker sits about one third of the time.
