Cost Accountant

StarCare Specialty Health System (StarCare) is seeking a full time Cost Accountant to join its outstanding Accounting Team.
The Cost Accountant Performs highly complex (senior-level) accounting work.
Work involves preparing and/or overseeing the preparation of financial analyses and reports; establishing, maintaining, and/or overseeing accounting systems, procedures, and controls; and preparing and/or overseeing the preparation of agency budgets.
May supervise and/or train others.
Works under minimal supervision of the Director of Accounting, with considerable latitude for the use of initiative and independent judgment.
Responsibilities: Responsibilities include but are not limited to: Conducts the continuous reviews and analyses necessary in controlling the expenditure of funds and in developing stable expenditure patterns.
Analyzes and recommends improvements, adaptations, or revisions to the accounting system and accompanying procedures.
Audits and approves ledger transactions.
Coordinates data compilation for various financial audits with external agencies.
Develops, coordinates, or produces complex reports for monitoring and reporting agency financial information.
Oversee the development and use of internal audit and control procedures to determine compliance with agency policies, plans, and procedures, and state and federal statutes.
May supervise and/or train the work of others.
Performs related work as assigned.
Lead ongoing reviews of business processes and developing optimization strategies that ensure all metrics are met and expenses are efficient.
Manage projects, develop project plans, and monitor performance.
Coordinates, prepares, and monitors center-wide budgeting procedures Preparation of annual cost reports, quarterly hospital reports, annual CAM reports, and quarterly DSHS/DADS reports Manage competing resources and priorities.
Monitor deliverables and ensuring timely completion of projects.
Other responsibilities as assigned.
Schedule: This is a full-time/non-exempt position scheduled Monday - Friday, 8am - 5pm, with flexibility to meet the needs of the department.

Qualifications: Bachelor’s degree or higher from an accredited college or university, with specialization in business administration, public administration, accounting, finance, health care administration, or health organization management Five (5) years of progressively responsible technical and administrative experience in finance or business-related field.

Must have a Texas driver's license and be insurable under the Agency's insurance.
