Summary
This position provides, under limited supervision, expert level knowledge in budget, financial and performance metrics monitoring and analysis to support financial decision making.
Under general direction, may supervise the activities and personnel engaged in preparing and monitoring the budgets for the City.
Serve in a leadership role providing work assignments, evaluation, training and guidance to others.
Essential Functions
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following.
Other related duties may be assigned.
Prepares operating/grant/capital budgets with departments by basing budget on actual performance, previous budget figures, estimated revenue, expense reports and other factors.
Provides oversight on the development of budget documents by reviewing narrative for content and verifying accuracy of data.
Develops and monitors budgets at the fund level including revenue, expenditures, appropriations and fund balances.
Develops current year estimates on departmental expenditures and revenue and reviews work created by budget staff.
Finalizes budgetary reports for stakeholders (i.
e.
city council, management and the public) by reviewing financial data, narratives and fund summaries.
Develops and is responsible for rate model.
Prepares cost allocation models for internal and support services funds.
Develops budget instructions, policies and procedures.
Provides management with planning and control information by assembling and analyzing historical financial data; identifying trends; providing forecasts; explaining processes and techniques.
Finalizes and approves requests for council action by providing substantial assistance to departments and appropriate managers in the development of budget amendments.
Completes data entry in the financial system for approved budget changes and amendments.
Serves as budget representative for corporate, interdepartmental, council-appointed or community-led committees or work groups as required.
Provides training and assignments to staff and makes recommendations for operational changes.
Serves as lead on special projects/assignments
Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
Maintains effective communication and good working relationships with all internal and external interfaces;
Perform related duties as required.
Qualifications
Graduation with a Bachelor's degree from an accredited college or university plus five (5) years of progressively responsible experience in the following (or closely related) fields: accounting, auditing, budget preparation/analysis, financial, statistical analysis.
Lead role experience in local government budgeting.
Prefer Master's Degree from an accredited college or university with major course work in a field related to the job may substitute for two (2) years of the required experience.

Knowledge of the processes and theories used for public budgetary and financial policies;
Knowledge of business intelligence tools;
Knowledge of governmental fiscal policies and procedures sufficient to develop and monitor an operating budget;

Skill in the use of mathematics in forecasting trends, cash flows, revenues and expenses;
Skill in giving public presentations;
Skill in establishing and maintaining good working relationships with other City employees and the public;
Skill in gathering and analyzing financial data;

Skill in processing large volumes of numerical data;
Skill in resolving problems or situations requiring the exercise of good judgment;
Skill in handling multiple tasks, prioritizing, and meeting deadlines;
Skill in project management and/or oversight.
